<strong>Registrar of Newspapers of India<\/strong> is popularly known as <strong>RNI.<\/strong><\/li><li>It is a statutory body operating under\nthe <strong>Ministry of Information and\nBroadcasting, <\/strong>Government of India for the registration of publications, such\nas newspapers and magazines in India.<\/li><li>It was established on 1 July 1956, and\nits headquarters is in <strong>New Delhi<\/strong>.<\/li><li>According to the<strong> Press and Registration of Books Act (PRB Act) 1867<\/strong> and the <strong>Registrations\nof Newspapers Rules 1956<\/strong>, the <strong>RNI <\/strong>regulates\nand monitors printing and publications of newspapers.<\/li><li>Satyendra Prakash is the current Registrar\nand Head of Department.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Steps_to_Register_with_RNI\"><\/span>Steps to Register with RNI<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>To\nregister with RNI, you should follow these steps: &#8211;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Verification_of_Title\"><\/span>Verification of Title<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Officially magazine or newspaper is\nknown as a title, and the first step is to get the title verified.<\/li><li>The publisher applies for the title\nverification of the publication to the jurisdictional <strong>District Magistrate<\/strong>. The DM will get the title verified from RNI.<\/li><li>As per the procedure and guidelines for\ntitle verification, the publisher should get the required title verified after\napplying online. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Required_documents_for_Registration\"><\/span>Required documents for Registration<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>You\nwould need the following documents to register;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Adhaar card<\/li><li>Pan card<\/li><li>One photo <\/li><li>Valid address for place of publication<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_procedure_for_getting_the_title_verified_is_given_below\"><\/span><strong>The <\/strong>procedure <strong>for getting the title verified is given below;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"AUTHENTICATION_OF_DECLARATION\"><\/span>AUTHENTICATION OF DECLARATION<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>After downloading the title\nverification letter from RNI website, the same should be presented to the\nconcerned forwarding authority (DM\/DC\/SDM\/DCP etc.) along with the duly filled\ndeclaration Form-I for authentication.<\/li><li>If the publisher and printer are two\ndifferent persons, then separate declarations are required from both publisher\nand printer.<\/li><li>If the place of publication and\nprinting press are in different districts, then separate declarations are\nrequired from both the areas.<\/li><li>The publisher should file the\ndeclaration from the district or place of publications, and the printer should\nfile the declaration from the region of the printing press.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PUBLICATION_OF_VOLUME_YEAR-1_ISSUE-1\"><\/span><strong>PUBLICATION OF VOLUME \/ YEAR-1 ISSUE-1<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>If the periodicity of publication is daily or weekly the volume \/ year-1 issue-1 should be brought within 42 days of authentication of declaration, under section 5 (5) of PRB Act 1867<\/p>\n\n\n\n<p>If the periodicity of printing is fortnightly or above, volume \/ year-1 issue-1 should be brought out within 90 days from the date of authentication of declaration.<\/p>\n\n\n\n<p>If the place of publication and printing press are in different regions, then the date of authentication of the area of publication declaration filed by the publisher will be considered for calculating 42\/90 days for the beginning of volume-1 issue-1.<\/p>\n\n\n\n<p>If volume-1 issue- 1 is not brought out within the required time period, a revised declaration should be filed, and volume-1 issue-1 should be brought out within the required period from the date of authentication of revised declaration.<\/p>\n\n\n\n<p>The publication should be printed in the press mentioned in the declaration.<\/p>\n\n\n\n<p>The publication should primarily contain news\/ views\/ articles etc. and in case of bilingual\/ multilingual publications, news\/ views\/ articles etc. should be brought out in all the languages of the publication.<\/p>\n\n\n\n<p>Hence owner <strong>declaration form, 1<sup>st<\/sup> edition copy, printing press and owner agreement copy, affidavit of no foreign tie-up<\/strong>, all these are submitted to DM office. Then these are forwarded to RNI office, Delhi.<\/p>\n\n\n\n<p>Then the application is processed by the RNI office, and if all things are found correct, then your RNI license will be approved.<\/p>\n\n\n\n<p>After getting RNI license number, you can continue your commercial or general publication.<\/p>\n\n\n\n<p>Then yearly you have to submit file Return in the RNI office, in which you give the information about how many copies are printed\/ circulated? How many free copies are circulated? Total income received through circulation and advertisement, etc.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Enclosures_to_be_sent_along_with_Registration_Application\"><\/span>Enclosures to be sent along with Registration Application <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Given below is the list of enclosures that need to be\nsubmitted with the application of registration;<\/p>\n\n\n\n<p>1.\nCopy of <strong>Title Verification Letter<\/strong> issued\nby the RNI.<\/p>\n\n\n\n<p>2.\nDeclaration (Form-1) filed by the Publisher and duly authenticated by\nDM\/DC\/SDM\/JCP\/CMM<\/p>\n\n\n\n<p>3.\nWritten conformity between the owner of the periodical and the keeper of the printing\npress for printing the periodical, containing signatures &amp; designation of\nboth the parties. (In case the keeper of the printing press and the owner of\nthe periodical is the same individual, no such agreement is required to be\nfurnished).<\/p>\n\n\n\n<p>&nbsp;4. A copy of the first issue brought out after\nauthentication of the declaration by DM\/DC\/SDM\/JCP\/CMM. The publisher should\nensure the given details: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The first issue is released within 42\ndays from the date of authentication of declaration, <\/li><li>In case of a newspaper to be published\nonce a week or oftener, the first issue has to be released within 90 days, in\nthe case of any other newspaper\/ periodical. <\/li><li>The first issue containing Volume 1,\nand Issue 1 should be printed on its front cover. <\/li><li>The issue carries a printed title, page\nnumbers and date\/month\/year of its publication.<\/li><li>The title\/ masthead should be printed\nin uniform font\/ letter size. <\/li><li>The published newspaper\/ periodical should\ncontain public news, views or comments.<\/li><li>The newspaper\/ periodical should be\npublished only in the language(s) verified by RNI.<\/li><li>The Imprint line in every publication\nshould have correct\/ complete information in the prescribed format<\/li><li>Only the term \u2018Editor\u2019 should be used,\nand other terms\/ nomenclatures like Editor-in-Chief, Chief Editor, Sub Editor,\nResident Editor, etc. should be avoided in the imprint line.<\/li><\/ul>\n\n\n\n<p><strong>Note:-You can download the relevant forms from the official RNI website at <a href=\"http:\/\/www.rni.nic.in\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">www.rni.nic.in<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_for_Title_Verification\"><\/span>Procedure for Title\nVerification<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>You need to pursue the given steps to get your title\nverified;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Log onto the official      website&nbsp;of RNI at <strong><a href=\"http:\/\/rni.nic.in\/online_application\/online-application.aspx\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">www.rni.nic.in<\/a><\/strong><\/li><li>Click on the link&nbsp;\u2018<strong>Title      verification\u2019<\/strong> then<strong> \u2018Apply      for the title\u2019&nbsp;<\/strong>on the home page of the website.<\/li><li>Carefully read the      guidelines for title verification under&nbsp;<strong>\u201cRNI Guidelines\u201d <\/strong>and check the button then click on apply.<\/li><li>Input the required data in      all the mandatory fields (Functional mobile number and e-mail id, Adhar      no.). Then send the application online.<\/li><li>Then the RNI will send a      confirmation message and an e-mail.<\/li><li>Take a printout of the      duly filled application, and submit it to the concerned forwarding      authority (DM\/DC\/SDM\/DCP\/JCP\/CMM, etc.).&nbsp;However, t<strong>he DCP is the      sole forwarding authority for the Delhi region.<\/strong><\/li><li>After authentication, the      application is forwarded to the <strong>RNI<\/strong>      by the concerned authority along with the name, signature and the seal of      the forwarding authority. The applicant should keep a copy of the      application duly signed and forwarded by the body to the RNI for future      reference.<\/li><li>Once the RNI receives the      hard copy of the application forwarded by the concerned authority, then it      takes up to two to three months or a minimum 30 days for the approval.<\/li><li>After approval of the application,      RNI intimates the applicant through the RNI reference number (or Application      Number), sent to their e-mail address and mobile number. The RNI reference      number should be saved for any future inquiry. <\/li><li>In case, the application      is rejected by RNI. Then you have to repeat all the above steps.<\/li><li>You can check the position      of your application either by providing the DM number given by the      forwarding authority or by delivering the RNI reference number.<\/li><li>You can download the Title Verification Letter \/ Title non-approval Letter \/ Discrepancy Letter from the RNI official website.<\/li><\/ul>\n\n\n\n<div class=\"shadow2\"><b>NOTE: &#8211; <\/b>After getting the title verification letter, the registration\nprocess should be completed within two years from the date of verification to avoid\nthe de-blocking or cancellation of the title the ownership. Furthermore, the\nownership of the title is non-transferable before registration.<\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Summary_of_RNI_Guidelines_for_Title_Verification\"><\/span><strong>Summary of RNI Guidelines for Title <\/strong>Verification<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ol class=\"wp-block-list\"><li>The application for title verification for publication must be\nsent through the Executive Magistrate concerned in the District in the prescribed\nformat. As per the provisions of &nbsp;the PRB\nAct, 1867,<\/li><li>The same or similar title will not be verified in a State in any <strong>language,<\/strong><\/li><li>No title, which is identical or related to the existing ones, should\nbe used in the&nbsp;<strong>same language in the whole of India.<\/strong><\/li><li>The titles same or similar to a Foreign Title (F.T) in any\nlanguage might not be approved until a valid license agreement with the foreign\ntitle owner is produced.<\/li><li>The application must have up to 5 title options (Along with\nEnglish meaning of titles as far as possible for and languages other than\nEnglish and Hindi). These options should be in order of preference.<\/li><li>The below information about publication should be provided with\nthe application:-<ol><li><strong>It`s language,<\/strong><\/li><\/ol><ol><li><strong>Periodicity,<\/strong><\/li><\/ol><ol><li><strong>Owner\u2019s name,<\/strong><\/li><\/ol><ol><li><strong>Place of publication, and<\/strong><\/li><\/ol><ol><li><strong>Address\/contact number\/E-mail address of the applicant.<\/strong><\/li><\/ol><\/li><li>The publication in multilingual or bilingual should contain news\/ articles\nin&nbsp;<strong>all the languages<\/strong>&nbsp;in which the title has been verified. <\/li><li>If a new edition of the existing publication is to be released\nfrom&nbsp;some other district in the\nsame state &amp; in the same lingo, no prior title verification is needed<strong>.<\/strong>&nbsp;The\npublisher can directly file the declaration and then submit the necessary\ndocuments to the RNI for issuance of the Registration number &amp; Certificate.<strong>&nbsp;However,\nin case the proposed new edition is from other state or different language\n(same or another state), prior title verification is required.<\/strong><\/li><li>The application forwarded by the concerned&nbsp; District\nMagistrate must contain<strong>:<\/strong><ol><li><strong>Seal,<\/strong>&nbsp;and<\/li><\/ol><ol><li><strong>Signature of concerned Magistrate with the date and reference\nnumber.<\/strong><\/li><\/ol><\/li><li>The applicant should not give his\/ her name as the title option\n(in part or full). Since the RNI does not register books, the title options\ncontaining the word \u201cBook\u201d should not be applied. Similarly \u201cChannel\u201d or\n\u201cGazette\u201d (except by Government Organizations) should not be applied.<\/li><li>The applicants are advised to evade abbreviations in titles. Also,\nIndian numerals between two complete words like B2B are to be avoided.<\/li><li>The titles would be allotted on the first-come-first-serve basis,\nexcept in the following cases where the title may be allotted on priority\nbasis:<\/li><li>Where the applicant produces NOC from Ministry of Information\n&amp; Broadcasting in case of a Foreign Title.<\/li><li>In cases where the applicant has applied for a title, and a\nDiscrepancy Letter (D\/L) is issued, the title would be blocked or held for a\nperiod of one month and the applicant would be asked to reply to the\ndiscrepancy within two weeks of issue of the letter.<\/li><li>The titles having words same or related to name of government\nscheme, foreign government organization, government organization, prominent\ntitles, institutions, prominent trademarks, prominent brands, landmarks and\nprominent personalities shall not be verified as these may mislead public or\nexploit or misuse the name of the scheme\/organization\/institution\/person and\nmay also violate trademark and copyright Acts.<\/li><li>Combining two independent titles to make a new title and extracts\nfrom any existing title is not allowed.<\/li><li>Suffixing or prefixing the words relating to state city,&nbsp; language, periodicities, prepositions\/ adjectives,\narticles (A, an, the, etc.), to an existing title will not be taken as\ndifferent. Some of the most commonly used words are: The, Times, Dainik, Daily,\nWeekly, V\/Wartha, Aaj, Today, Express, Khabar, News, Samachar, Diary, Bulletin,\nNational, India, Rashtriya, etc. such Suffix or prefix does not change the meaning\nof<strong>&nbsp;a title already verified or existing.&nbsp;<\/strong>Therefore, titles\nwith such prefixes and suffixes will be considered as similar titles.<\/li><li>The List of registered titles can be checked onto the RNI website.<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<strong>:<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Hence\nthese steps should be followed by anyone to register with RNI.
