No changes in the personal income tax rates were introduced this year. The main focus of this budget was to boost the infrastructure and foreign investment. <\/p>\n\n\n\n<p>In her speech which gave a decade long plan, she said the Indian economy would become a $3 trillion economy by the end of financial year itself. Let&#8217;s look at the key highlights of the budget.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Key_Highlights_in_different_sectors\"><\/span><strong>Key\nHighlights in different sectors-<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following are the main highlights of the budget<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Taxes\"><\/span><strong>Taxes<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The Annual turnover limit has now increased to Rs. 400 crore for 25% Corporate tax from Rs. 250 crore.<\/li><li>There was <strong>no change in personal income tax rates<\/strong>, with Rs. 5 lakh still the minimum limit for taxpayers.<\/li><li>The Finance Minister <strong>increased the surcharge<\/strong> on the super-rich. For people with 2 crore income a 3 % surcharge and 7 % surcharge for income slab of \u20b9 5 crore and above.<\/li><li>It allows <strong>interchangeability of PAN card and Aadhaar<\/strong> for ITR purpose for those who don\u2019t have PAN cards.<\/li><li>For discouraging payment in cash, the government will now levy <strong>2% TDS on cash withdrawal, which is exceeding \u20b9 1 crore in<\/strong> a year from a bank account.<\/li><li>It also proposed to issue Aadhaar card for NRIs with Indian passports after their arrival in India.<\/li><li>There will be increment in direct tax revenue by a total of 78%.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"GST\"><\/span>GST<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Taxpayers  with an annual turnover of less than Rs. 5 crores can now file GST return quarterly.<\/li><li>The government has introduced an automated <strong><a href=\"http:\/\/www.cbic.gov.in\/resources\/\/htdocs-cbec\/gst\/51_GST_Flyer_Chapter34.pdf;jsessionid=602D023B7BCBFA3863F4AC90CC74BEB7\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"GST refund module (opens in a new tab)\">GST refund module<\/a><\/strong> for streamlining GST refunds.<\/li><li>Furthermore, it also plans to introduce an electronic invoice system.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Housing\"><\/span><strong>Housing<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>RBI becomes the regulating authority for the housing sector.<\/li><li>There is an<strong> additional \u20b9 1.5 lakh tax relief on home loans <\/strong>for the purchase of house up to \u20b9 45 Lakh.<\/li><li>An<strong> additional income tax deduction of \u20b9 1.5 Lakh<\/strong> on the interest paid on loans taken to purchase electric vehicles.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Economy\"><\/span><strong>Economy<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The Indian economy will become a<strong> $3 trillion economy<\/strong> by the end of the financial year.<\/li><li>The <strong>Fiscal deficit <\/strong>for financial year 2019 is found at 3.3% of the GDP.<\/li><li> India\u2019s external debt to <strong>GDP is at 5%<\/strong>. The government is planning to raise a part of its gross borrowing program in external markets in external currencies. <\/li><li>The government is planning to start raising part of the borrowing in foreign currency.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Women_empowerment_Nari_Tu_Narayaani\"><\/span><strong>Women empowerment: Nari Tu Narayaani<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>For encouraging the concept of women empowerment, a campaign &#8216;Naari tu Narayaani&#8217; is being launched. Through this the government plans to increase women participation in countries growth.<\/li><li>For encouraging <strong>women entrepreneurship<\/strong>, the Women Self Help Group Interest Subvention Programme will be expanded to all districts in India. <\/li><li>Additionally, the government will provide 1 lakh loan to members of these programs.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Banking_reform\"><\/span><strong>Banking\nreform<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The <strong>Public Sector Banks<\/strong> after the budget 2019 will receive Rs. 70,000 crore for improving their credit and boost capital.&nbsp; <\/li><li>For the purchase of high rated pooled assets of <a rel=\"noreferrer noopener\" aria-label=\"Non-Banking Finance Companies (opens in a new tab)\" href=\"https:\/\/lawyerinc.net\/in\/nbfc-registration-in-india\" target=\"_blank\">Non-Banking Finance Companies<\/a> worth \u20b9 1 Lakh crore rupees, a <strong>onetime six-month partial credit guarantee<\/strong> is to be given to public sector banks. <\/li><li>A new series easily identifiable to the visually impaired will be released for public use.<\/li><li> The Non Performing Assets of commercial banks have been brought down to Rs. 1 lakh crore.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"MSMEs\"><\/span><strong>MSMEs<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government, through Union Budget 2019, proposed easing tax for start-ups.<\/li><li>It provides a<strong> 2 % interest subvention for all the <a href=\"https:\/\/lawyerinc.net\/in\/gst-registration\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"GST registered (opens in a new tab)\">GST registered<\/a> MSME on new or incremental loans<\/strong>.<\/li><li>It also proposed to continue the &#8216;Standup India&#8217; scheme until 2025.<\/li><li>Introduction of new payment platform for MSMEs.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Finance\"><\/span><strong>Finance<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>100 % FDI <\/strong>will now be permitted for the insurance intermediaries in India.<\/li><li>The government is planning to relax norms for single-brand retail sectors.<\/li><li>It is going to<strong> open FDI in the aviation, animation AVGC, insurance and media <\/strong>sector.<\/li><li>The statutory limit for the FPI investment is to be increased from the previous 24% to the sectoral foreign investment limit. The corporate will be given the option to limit the lower threshold.&nbsp; <\/li><li>Cash withdrawals which are over Rs. 1 crore a year are to be taxed at 2%.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Business_Entrepreneurship\"><\/span><strong>Business\n&amp; Entrepreneurship<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government will set up an electronic fundraising platform, a social stock exchange, for listing social enterprises and voluntary organizations that are working for social welfare objectives.<\/li><li>For <strong>easing the credit access<\/strong>, MSMEs can now get a loan up to 1 crore within 59 minutes.&nbsp; <\/li><li>Pradhan Mantri Karam Yogi Maadhan Scheme-Pension scheme implemented for traders and small shopkeepers whose annual turnover is less than Rs. 1.5 crore.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Employment\"><\/span>Employment <span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>For financial year 2019-2020, 20 <strong>technology business incubators<\/strong> and 80 livelihood business incubators will be set under ASPIRE.<\/li><li>A television programme will start on DD National for Startups. The startups will themselves design and develop the programme.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Education\"><\/span>Education<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>For the Financial Year 2019-2020 Rs. 400 crore is to be provided under <strong>&#8220;World Class institution&#8221;<\/strong>.<\/li><li>Government also plans to introduce &#8220;Study in India&#8221; plan to bring foreign student in India for higher studies.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Living\"><\/span><strong>Living<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government will enact new rental laws to <strong>promotes rental living<\/strong>.<\/li><li>Workers belonging to the informal sector will now get a pension of Rs. 3000 per month.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Rural\"><\/span><strong>Rural\n<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government has built 9.6 crore toilets since 2014. More than 5.6 lakh villages in India have become open defecation free. The government proposed to expand the<strong> Swachh Bharat mission<\/strong> for undertaking sustainable solid waste management in every village.<\/li><li>It is estimated that India will become Open defecation free by October 2nd, 2019.<\/li><li>Every rural family will have <strong>electricity and clean cooking gas<\/strong>. (except for the ones unwilling to take the connection)<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Agriculture\"><\/span><strong>Agriculture<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government is planning to invest widely in the agricultural infrastructure and <strong>support private entrepreneursh<\/strong>ip.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Transportation\"><\/span><strong>Transportation<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Union Budget, 2019 introduces inter-operable <strong>one nation one transport card<\/strong> for a universal trip on various modes of transport be it metro, road or railways.<\/li><li>PPP will be used for unleashing faster development and delivery of passenger freight services in India.<\/li><li>The government is also planning a comprehensive restructuring of the National Highway Programme for creating a <strong>National Highway Grid<\/strong>.<\/li><li>The MRO ( Manufacturing, Repair, and Operate) industry will start soon.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Railways\"><\/span>Railways<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The government has proposed an investment of Rs. 50 lakhs essential for building railway infrastructure.<\/li><li>Moreover, the government will invest more in suburban railways through Special Purpose vehicles (SPV) like <strong>Rapid Regional Transport system (RRTS) and Public Private Partner (PPP)<\/strong>.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Abolishing_colonial_practice_Bahi-Khata\"><\/span>Abolishing colonial practice: Bahi-Khata <span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The first women Finance Minister abolished colonial practice for bringing budget in a briefcase made of leather.
