Categorization of Industries according to DPCC

White Category Industry

In 2016, The Ministry of Environment, Forest and Climate Change (MoEFCC) introduced the White category. Furthermore, these industries include industries such as bio-fertilizers and pesticides, electrical and electronic items, baby carriages, etc.

Documents required for the white category of DPCC

White Industry being the least polluting industry only requires an undertaking. Following are the document checklist for DPCC white category to be submitted along with undertaking-

• Factory, trade or health trade license

Documentation for DPCC Green, Orange, and Red category (Consent to establish)

Following are the document checklist for DPCC Green, Orange, and Red category-

• Application Form
• Consent Fee                       
• Signed undertaking by the applicant in a prescribed format.
• Project report discussing in detail about the unit, capital, and mandatory investment, number of workers, manufacturing procedure, products, etc.
• Layout plan
• Proof of possession of the plot, for example, the allotment letter or lease deed or valid rental agreement.
• PAN Card of the Industrial Unit/Proprietor/HCU
• An original authorization letter is required except in case of the individual proprietary concern.
• If the industry comes under the purview of Master Plan 2021, the longitude and latitude shall be submitted in the self-certified undertaking.

Document checklist for DPCC Green category (Consent to Operate/Renewal)

• Submit the application form along with consent fee
• Secondly, submit undertaking signed by the applicant in the prescribed format
• Certificate from Chartered Accountant
• Noise Monitoring Report from the laboratory of  DPCC.
• If the CETP exists, then proof of CETP Membership in the name & address of the unit.
• Copy of the electricity/power bill
• PAN Card of the Industrial Unit/Proprietor/HCU
• Submit original authorization letter except in matters of individual Mandatory proprietary concern.
• If the industry comes under the mandatory re-development plan of 2021, then submit longitude and latitude in an undertaking

Document Checklist for DPCC Orange and Red category for consent to operate or renewal

• In the first place applicant has to submit application form along with consent fee
• The applicant has to submit the undertaking
• CA certificate
• Manufacturing procedure
• Used raw materials, manufactured products, and by-products list
• Additionally, it requires ETP/STP effluent analysis report
• Noise monitoring report
• In case of CETP proof of CETP membership
• Electricity Bill
• Water connection copy
• PAN Card of the Industrial Unit or Proprietor or HCU
• The original authorization letter
• It is optional to submit the copy of CGWA or DJB or DC Permission or Registration
• SSI / MSME Registration Certificate
• Moreover the applicant has to submit proof of conformity with the master plan of Delhi from concerned authority
• In the case of the hotel industry, proof of connection of drainage system from the concerned department or a self-attested undertaking. ( hotel industry specifically includes a restaurant, eating house, sweets shops, Dhaba and hotels, banquet halls and party lawns)
• License from the food safety department in case using tobacco as raw materials
• Lastly, in case of petrol pump approved layout plan, allotment letter, letter of approval from the oil company, and lastly proof of conformity with the master plan.

DPCC online application form

Following is the procedure for online registration with DPCC-

1. Firstly, the applicant has to go to the official website for DPCC
2. Access DPCC online application
3. In case you are a new user, fill the registration form, and submit the form. But if you are an existing user, you just need to login (Directly go to login and complete the other procedures).
4. New password link sent to email ID. Generate a new password.
5. Thereupon, log in with new username and password
6. If the industry falls under the white category, fill the consent application form(only steps 1 and 2) and the undertaking form. Afterward the applicant has to submit a hard copy of the application by post to DPCC within the period of 5 days.
7. Lastly, if the industry falls under the green, orange, and red category, after filling the application form (Step 1 to 10) and make payments. It can be done through credit card, net banking, and NEFT/RTGS. Afterward, the system generates an acknowledgment. In this process also, the applicant has to send a hard copy within 15 days to DPCC.

Important Points

1. The classification of industries in Delhi is based on their capital and pollution potential.
2. The white category does not require consent to establish and operate. One only needs to file an undertaking to DPCC. And all other industries need to have both consent to establish and consent to operate under the Air and Water Act.
3. The consent applications have to be sent to the postal address of DPCC after completion of application along with document checklist for DPCC. Additionally, the applicant has to sign each and every page of the application.
4. According to notification dated 10.06.2019, white category industries have to register online along with the document checklist for DPCC on their official website. Hence, they now have to pay a one-time registration fee of Rs 10,000.
5. Consent to establish is valid for 1 to 7 years. But the consent to operate for the red and orange category is valid for 5 years and 10 years for the green category industry.
6. Another key point is that DPCC takes around 90-120 days to decide an application for consent after the receipt of the application.
