What are various kinds of FSSAI Certification?

  • FSSAI Basic Registration

What is an FSSAI Basic Registration?

As the name suggests, it is the most basic certification with FSSAI. For this registration, the applicant has to fulfil certain preconditions such as:

  • business turnover should not be exceeding Rs. 12 lac annually
  • food activity should not fall on the list provided for eligibility for State License or Central License.

What is the procedure involved in the application of the FSSAI Basic Registration?

The procedure is simple and the FSSAI Basic Registration to obtain FSSAI Certificate can be obtained within 3-4 days of the application.

1. The suitable form as provided by the FSSAI department has to be filled with information such as:

  • Kind of business
  • Name and Designation of the Applicant
  • Address of correspondence
  • Address of the Food Business premises
  • Description of the food items to be sold/ manufactures/ stored etc
  • Intended date of starting the business
  • If seasonal, then operating months
  • Source of water

2. The application should accompany the required documents and the prescribed government fee and should be submitted to the appropriate authority

3. The FSSAI Registration Certificate so obtained will contain the details of registration and a photo of the applicant. The certificate should be noticeably displayed at the business premises.

What is an FSSAI State License and what is their eligibility criterion?

FSSAI State License is issued by the State authority to the eligible food businesses. The criteria set forward are the following:

1. For Manufacturing Units:

  • Dairy: 501 or 50,000 LPD of milk OR more than 2.5 MT to 2500 MT of milk solids per annum
  • Vegetable Oil processing units and refineries: Up to 2MT/day and an annual turnover exceeding Rs. 12 lac
  • Slaughter Units: more than 2 up to 50 Large Animals, more than 10 up to 150 small animals and more than 50 up to 1000 poultry birds per day
  • Meat processing Units: 150MT per annum or up to 500kg meat per day
  • The other entire food processing units with relabellers and repackers with more than 100kg/ltr to 2MT per day which shall include all grain, pulse and cereal milling units.

2. For other business

  • Storage with capacity up to 50,000 MT, except controlled atmosphere and cold storage
  • Storage (cold/ refrigerated) with capacity up to 10,000 MT
  • Storage (controlled atmosphere and cold) with capacity up to 1000 MT
  • A wholesaler with an annual turnover up to Rs. 30 crores
  • A retailer with an annual turnover up to Rs. 20 crores
  • A supplier with an annual turnover up to Rs. 20 crores
  • A distributor with an annual turnover up to Rs. 20 crores
  • A caterer with a turnover up to Rs. 20 crores
  • A boarding house and banquet halls serving food, dhaba, dabba wallas, canteens, Food stalls, temporary stall holder, an arrangement in any religious gatherings, food stalls, fairs, home-based canteen or any other vending establishment with a turnover of more than Rs. 12 lac per annum
  • Hotels which are either

    Three-star or four-star, or

    Up to three-stars with a turnover above Rs. 12 lac

  • A Restaurant with a turnover up to Rs. 20 crores
  • Food transporter with 100 vehicles/ wagons or a turnover up to Rs. 30 crores
  • A food marketer with a turnover up to Rs. 20 crores

3. Food catering services covered under the Central Government Agencies example Seaport, Railways, Defence, Air and Airport etc

What documents are required for applying for FSSAI State License?

Following documents shall be required for the application to be made for obtaining an FSSAI State License:

  • Prescribed form duly filled and signed by the applicant or the authorized signatory
  • Authority letter with the name and other details of the authorized person
  • Blueprint/ layout plan of manufacturing and processing unit
  • List of Directors/ Proprietor/ Partners etc with their complete details along with photo ID
  • Detail of the equipment and machinery installed at the manufacturing and processing unit
  • List of food category
  • Chemical and Bacteriological analysis report of the water for use at the manufacturing and processing unit
  • Address proof of premises
  • Affidavit of Proprietorship/ Partnership Deed/ MoA, AoA, as the case may be.
  • NOC and Copy of License for re-labellers and repackers
  • Food safety management system plan or certificate
  • Source of milk or procurement plan
  • Source of raw material for meat and meat processing plants
  • Pesticide residue report for water-related units
  • NOC from the local body
  • Certificate from Ministry of Tourism for Hotels
  • Nomination form
  • Photograph of the production unit
  • Declaration form in some states

What is the procedure involved in the application of FSSAI State license?

The procedure of obtaining an FSSAI State License is more complex than the other two. The procedure of FSSAI State Licensing takes about 30-45 days as per the nature of the business.

1. The suitable form as prescribed by the FSSAI department has to be filled with information such as:

  • Kind of business
  • Name and Designation of the Applicant
  • Registered Office Address
  • Address of premise for which license is being applied for
  • Name, Designation, qualification, contact details, ID proof of

    the technically qualified person is in charge of operations

    authorized person

  • Address of correspondence
  • Description of the food items to be sold/ manufactures/ stored etc
  • Detail of the unit and proposed business

2. Such form should be accompanied with the required documents and the prescribed government fee and should be submitted to the appropriate authority.

3. A physical verification of Factory / Warehouse shall be conducted before issuing the FSSAI State License.

What is the FSSAI Central License and what is their eligibility criterion?

FSSAI authority at the Central License for the food business that falls in the following criteria:

1. The food operators which have operations in more than 1 State, have to obtain Central License for their head Office

2. For Manufacturing Units:

  • Dairy: 50,000 litres of liquid milk per day OR 2500 MT milk solids per annum
  • Vegetable Oil processing units and refineries: more than 2MT/day
  • Slaughter Units: more 50 Large Animals, more than 150 small animals and more than 1000 poultry birds per day
  • Meat processing Units: more than 500kg meat per day or more than 150MT per annum
  • The other entire food processing units with relabellers and repackers with more than 2MT per day which shall include all grain, pulse and cereal milling units.
  • All proprietary foods
  • 100% Export Oriented Units

All units importing food items including food ingredients and additives for commercial use

4. Other Businesses:

  • Storage with capacity more than 50,000 MT, except controlled atmosphere and cold storage
  • Storage (cold/ refrigerated) with capacity more than 10,000 MT
  • Storage (controlled atmosphere and cold) with a capacity of more than 1000 MT
  • A wholesaler with a turnover of more than Rs. 30 crores
  • A retailer with an annual turnover of more than Rs. 20 crores
  • A supplier with an annual turnover of more than Rs. 20 crores
  • A caterer with a turnover of more than Rs. 20 crores
  • Hotels which are either five-star and above
  • A Restaurant with a turnover of more than Rs. 20 crores
  • Food transporter with more than 100 vehicles/ wagons or a turnover of more than Rs. 30 crores
  • A food marketer with a turnover of more than Rs. 20 crores

5. Food catering services established in units under the Central Government Agencies example Defence or notified Seaports and Airports etc

6. Retailer Distributor and Storage Wholesaler in the premises of notified Central governmental Agencies.
