Delhi Pollution Control Committee (DPCC)

Delhi Pollution Control Committee is commonly known as DPCC. It is an autonomous regulatory body which was established in 1991. It was reconstituted in 2012 and currently consists of a Chairman, member secretary, representatives of various government department, experts in the field of environment and NGOs. The Central Pollution Control Board has given all its power and function to DPCC.

The Main motto of the organization is to create awareness about sustainable development by ensuring improvement in the quality of the environment in Delhi NCR.

DPCC issues various certificates, licenses, NOCs and consent certificates to ensure that the proposed business entity does not harm the environment.

If there is a change in the production process or setting up in industries, capacity improvement, modernization, a provision has been made where one needs first to obtain a No objection certificate from the board.

Objectives of DPCC

Functions of DPCC

  • It gives recommendation to the government on the matters related to prevention and control of pollution of water and air and improvement in the quality of air.

  • The DPCC also lays down the standard of sewage and trade effluents and emission from industrial and health care establishments.

Categorization of Industries according to DPCC

The industries situated in Delhi are categorized into Red, Orange, Green and White category, indicating a classification of a total of 649 industries.

Only Red, Orange and Green category need to apply for Consent to Establish (CTE) and Consent to Operate (CTO) under the Air and Water Act. The Industries which come under the white category don’t need these certificate, and it is only required to intimate DPCC within 30 days of the establishment of business with an undertaking.

According to a recent notification dated 10.06.2019, the white category industries are required to register online on the DPCC website. The white category units applying for registration have to pay a one time fee of Rs. 10,000/-

  • Red Category- 73 Industries
  • Orange Category-  253 Industries
  • Green category-  120 Industries
  • White Category- 203 industries

The following areas are classified by Master Plan Delhi 2021, which is the main parameter for issuing consent to establish and Consent to operate certificate-

  • Industrial area
  • Non-industrial area
  • Redevelopment area

Why do we need a DPCC certificate?

  • For having a new electricity connection or changing the connection.
  • For having a new water connection or changing the connection.
  • To obtain a license or renewal from the Municipal authority.
  • To obtain a license or renewal from the Police Department or eating house license.
  • To obtain NOC from the Central Ground Water Authority and the Fire department.
  • To obtain a license for international trade.

Documents required for Orange and green category

  • Pan card
  • Aadhar card must be linked with updated Mobile No.
  • Pan card of the unit in case of Partnership/Company
  • Authorization letter (except Proprietorship)
  • Municipal or Industry license
  • Factory or Trade or health Trade License
  • Proof of registration of the unit
  • CA Letter for total project cost
  • Site Plan or Naksha.
  • FSSAI Certificate for food businesses
  • Electricity bill
  • Proof of Ownership
  • Water Bill
  • GST Certificate

Documents required for White category

All the above documents and information are required in the case for white industry except for CA letter, layout plan and project report for intimation under this category.

The validity of DPCC NOC or Consent Certificate

CTE and CTO under the orange category is issued for a maximum of five years, and in case of green category, it can be issued for a maximum of ten years. It is a renewal certificate.

If any business entity changes its business activity or expands, it is required to file a fresh consent from the DPCC.

Prohibited / Negative Industries as per DPCC

DPCC has a list of prohibited industries which shall not be permitted to be set up in Delhi according to the Master Plan of 2021. The existing industry situated in Delhi which is in prohibited category need to relocate outside Delhi.
