yes, even for non-bailable offence you can apply for bail before local court. Bail is either applied before Session judge or High court depends on case. But bail is given by judge considering all facts of the case and seriousness of the matter. For example is you are accuse of offence under Section 376 IPC i.e. for rape is it very difficult to get bail. But n case of Cheque dishonor under Section 138 NIA you can easily get bail.
